Governor Phil Murphy of New Jersey has received a comprehensive report on artificial intelligence from the state's AI Task Force. The report outlines strategies to responsibly and ethically leverage AI technologies to enhance government services, promote equity, and boost economic opportunities for residents.
In October 2023, Governor Murphy signed Executive Order No. 346, forming the AI Task Force to study emerging AI technologies and provide recommendations for their ethical use. "As AI technologies continue to expand and advance at an unprecedented pace, New Jersey remains at the forefront," said Governor Murphy. He expressed gratitude towards the Task Force for their work in detailing how AI can improve state government efficiency while supporting equitable economic growth.
The Task Force was led by Co-Chairs Dr. Beth Noveck, Christopher Rein, and Tim Sullivan, alongside various state officials. They collaborated with industry leaders, academic experts, consumer advocates, and government innovators to develop their recommendations.
"AI promises to be the most consequential transformative technology since the Internet," stated New Jersey Chief AI Strategist Beth Simone Noveck. She emphasized that their road map aims to ensure AI enhances government services and expands economic opportunities, especially for low-income families.
Christopher Rein noted the opportunity he had working as Co-Chair of the Task Force: "Our team evaluated many areas of impact for the Executive Branch as we work to make use of GenAI."
Tim Sullivan highlighted that "this report will serve as a roadmap to help New Jersey emerge as a national leader in the industry." He acknowledged Governor Murphy's leadership in driving innovation and economic growth through this initiative.
The Task Force divided its efforts into four Working Groups focusing on security considerations for AI use cases, workforce training, equity and literacy in AI usage, and establishing New Jersey as a hub for AI innovation. Through partnerships with Rutgers University and other institutions, they surveyed thousands of individuals across different sectors about their views on AI technologies.
Recommendations include expanding opportunities for AI education and literacy, fostering a collaborative innovation ecosystem across New Jersey, addressing biases in technology deployment, and improving government service delivery using Generative AI (GenAI).
This initiative aligns with Governor Murphy’s commitment to position New Jersey as a leader in artificial intelligence. It also involves educating the state's workforce about developing and utilizing AI responsibly while exploring ways it can stimulate economic growth.
