Governor Phil Murphy has enacted new legislation that increases the number of respite care service hours funded through New Jersey's Division of the Children’s System of Care. The legislation, identified as S2491/A3412, raises the hours from 60 to 90 over a 90-day period, with financial support provided by the Department of Children and Families.
Governor Murphy emphasized the demanding nature of caregiving, stating, "As many know, even on the best days, being a parent is a full-time job; however, for those who have to step into the role of caregiver for their children, it is especially demanding, even for the strongest and most resilient among us." He added that this increase in respite care hours supports caregivers across New Jersey.
Christine Norbut Beyer, Commissioner of the New Jersey Department of Children and Families, highlighted respite care's importance: "Respite care is an invaluable safety net for caregivers of children with intellectual and developmental disabilities," allowing them to manage other responsibilities or take time to recharge. She noted that these services reduce stress and burnout at no cost to families.
Respite care workers offer temporary relief by caring for eligible children during emergencies or intermittently. Senator Kristin Corrado expressed that increasing hours will not only assist families but also attract qualified professionals: “Increasing the number of hours and dedicating funds for those that take care of our loved ones not only helps our families with much-needed assistance but it will also attract highly qualified people to the profession."
Assemblyman Chris Tully noted how vital these services are for parents in managing everyday tasks without compromising their children's care: “This legislation will significantly improve the lives of families in the I/DD community.” Assemblywoman Lisa Swain added that it provides more time for managing household duties while ensuring children's safety.
The state's Fiscal Year 2025 budget includes $7.3 million allocated specifically to enhance funding for these increased respite care hours.
