Governor Murphy launches clemency fellowship program for legal reform

Governor Phil Murphy has announced the establishment of a Clemency Fellowship Program to support his earlier clemency initiative aimed at addressing inequities in the criminal legal system. This initiative, created under Executive Order No. 362, seeks to expedite the review process for pardon and commutation applications.

Governor Murphy stated, “The Clemency Fellowship Program provides a great opportunity to put social justice policy into action while making a true impact on the lives of those affected by inequities in our legal system.” He emphasized the commitment to second chances and noted that bolstering the review process with Fellows will help ensure that as many applications as possible are reviewed before his administration ends.

Justin Dews, Chair of the Clemency Advisory Board, commented on the importance of clemency: “Clemency is a powerful tool that can change lives by restoring liberty and relieving the burdens of those who are hampered by the mistakes of their pasts.” He expressed enthusiasm about expanding the team working towards achieving Governor Murphy's restorative-justice goals.

The Clemency Fellows will be trained to assist in reviewing and processing clemency applications received by the Governor’s Office. Their responsibilities include expedited application reviews, drafting memoranda, and supporting both the Governor’s Office and Clemency Advisory Board.

Candidates with a Juris Doctor or Master’s Degree in related fields are encouraged to apply. Eligibility criteria include professional or academic excellence and an interest in criminal justice. Applications for this fellowship will be accepted until October 11, 2024.
