Governor Murphy grants clemency to 36 individuals in New Jersey

Governor Phil Murphy has granted clemency to 36 individuals, marking his first use of pardon power. This includes 33 pardons and three commutations, aimed at addressing perceived unfairness in the criminal justice system and offering second chances.

"Today, we rededicate ourselves to ensuring that New Jersey is the state for second chances," said Governor Murphy. He expressed pride in providing legal relief through this initiative, emphasizing redemption as achievable.

Lieutenant Governor Tahesha Way highlighted the state's progress towards a fairer justice system. "As a former judge, I am proud to be part of an Administration that understands justice is not just about punishment; it is also about rehabilitation and second chances."

The Clemency Advisory Board was established under Executive Order No. 362 on June 19, 2024. It offers recommendations on individual applications for pardons and commutations, with certain categories receiving expedited review.

Those considered for expedited pardons include individuals who committed non-violent crimes and have been free from criminal involvement for a significant period. Commutations are considered for those serving sentences reflecting excessive trial penalties or victims of domestic violence or trafficking.

Recipients underwent extensive reviews by the Clemency Advisory Board with robust victim outreach efforts included. The process aims to ensure informed decisions based on diverse experiences in criminal justice and clemency.

The group of pardon recipients includes veterans, faith leaders, small business owners, and others supporting individuals with substance use disorders or criminal histories. All have been free from criminal involvement for over ten years.

New Jersey's Constitution grants the Governor broad discretion in issuing pardons and commutations for state convictions. A pardon forgives but does not erase facts underlying a conviction; a commutation reduces the current sentence without forgiving conduct.

Abdur Azim expressed gratitude: "Your governorship has been reflective of challenge, courage, and perseverance." Loreale Wilson spoke on behalf of her mother Dawn Jackson: "Dawn Jackson is resilient...I am completely speechless."

Justin Dews, Chair of the Clemency Advisory Board stated: "Today's pardons and commutations are a significant first step...we give heartfelt congratulations to today's clemency recipients."

Kim Kardashian praised Governor Murphy's actions: "By granting these clemencies today...you’ve shown that we can choose redemption over condemnation." Rev. Dr. Pamela B. Jones recognized this as a transformative moment in New Jersey's approach to criminal justice reform.
