The College of New Jersey has dedicated a room in the Administrative Services Building, known as the Emergency Operations Center (EOC), to former chief of campus police John Collins. Collins, who passed away in April, served as chief from January 2008 to December 2016.

The EOC functions as a command center for coordinating first responders during large-scale events or emergencies on campus. It is activated for incidents that demand extensive coordination and resource management, such as natural disasters. The center provides a space for responders and college personnel to work together, make decisions, and ensure a unified response.

Collins was instrumental in transforming the campus police department during his tenure by enhancing its operational effectiveness and establishing strong partnerships both on campus and regionally. He focused on community policing and utilized his expertise in emergency services to develop the college’s critical incident team.

In 2012, Collins played a significant role in managing the college’s response to Superstorm Sandy, serving as an advisor to campus leadership. Before joining TCNJ, he was an officer with the Port Authority of New York and New Jersey Police Department. In this role, he responded to the September 11 terrorist attack on the World Trade Center.

“John’s leadership elevated the professionalism of campus police,” stated Tim Grant, current chief of TCNJ campus police. “His heroic sacrifice in the aftermath of September 11 stands as a testament to his unwavering commitment to selfless service. We dedicated the Emergency Operations Center in his honor with deep respect and profound gratitude.”
