Senate passes bill allowing New Jersey residents option of paper checks for state payments

The New Jersey State Senate has approved a bill that allows residents and state employees to opt for paper checks when receiving certain state payments. The legislation, sponsored by Senator Kristin Corrado (R-40), was passed with bipartisan support.

Bill S-2791 provides individuals who receive payments from the state—such as unemployment benefits, tax refunds, and payroll—the choice of how those funds are delivered. Under the new measure, recipients of Unemployment Insurance and Temporary Disability Insurance will be informed in writing about their payment options. They can then select between direct deposit, prepaid debit card, or paper check.

State employees may also request to have their net pay issued as a paper check. Taxpayers due a state tax refund will now have the same option.

Senator Corrado said, “New Jersey residents deserve the ability to choose how they receive money that belongs to them. While electronic payments are convenient for most, some residents prefer a paper check for personal reasons. This legislation ensures these individuals have a clear, reliable option, without taking away electronic methods that work well for many others.”
