The New Jersey Senate has passed a bipartisan bill that would permit two or more independently registered contractors to join forces when bidding on certain public works and prevailing wage projects. The legislation, sponsored by Senator Parker Space (R-24), aims to address infrastructure needs in the state by allowing builders to pool their skills and resources.
Currently, only individual registered builders are allowed to submit bids for these types of contracts. The proposed change is intended to create more opportunities for collaboration among contractors.
“This bill gives contractors the flexibility to collaborate on large projects while maintaining safeguards for workers and the state,” said Sen. Space. “New Jersey has enormous infrastructure needs, and by allowing builders to combine their skills and resources, we’ll see stronger bids, better outcomes, and more opportunities for our workers.”
If enacted, Senate Bill S-4281 would require any partnership or joint venture formed under this provision to register with the Department of Labor and Workforce Development. These entities would need to obtain a Public Works Contractor Registration certificate and appoint a primary contract manager.
