The New Jersey Senate Community and Urban Affairs Committee advanced legislation sponsored by Senator Doug Steinhardt to improve the safety and reliability of underground water infrastructure and reduce the risk of sinkholes and water main failures, according to a June 1 announcement.
“This is about identifying infrastructure issues early so they can be addressed before they escalate into significant damage for residents and communities,” said Senator Steinhardt. “We need to ensure New Jersey’s water systems are properly inspected and maintained.”
The bill, S-4119, would require water utilities to conduct routine inspections of underground water pipes, with increased frequency for older or higher-risk infrastructure. Utilities would also be required to repair or replace compromised pipes once issues are identified. The legislation includes provisions that hold utilities accountable for property damage when failures occur due to noncompliance with inspection requirements.
Steinhardt introduced the legislation following incidents in Phillipsburg in March 2026, where sinkholes displaced more than a dozen residents and raised concerns about the condition of underground water infrastructure. The bill aims to address these risks through proactive inspection and maintenance requirements.
