The New Jersey Senate Labor Committee has approved a bipartisan bill sponsored by Senator Kristin Corrado (R-Bergen, Essex, Passaic) that would allow residents and state employees to choose paper checks for certain state payments. The legislation, S-3158, gives recipients of unemployment benefits, tax refunds, and payroll the option to receive their payments by paper check in addition to existing electronic methods.
Under the proposed law, claimants of Unemployment Insurance and Temporary Disability Insurance will be notified in writing about available payment options. They can then select direct deposit, a prepaid debit card, or a paper check as their preferred method. State employees would also have the ability to request their net pay via paper check. Taxpayers owed a refund from the state could opt for a paper check as well.
“New Jersey residents deserve the ability to choose how they receive money that belongs to them,” said Senator Corrado. “While electronic payments are convenient for most, some residents prefer a paper check for personal reasons. This legislation ensures these individuals have a clear, reliable option, without taking away electronic methods that work well for many others.”
A similar bill sponsored by Senator Corrado passed the New Jersey Senate in December but required reintroduction at the start of the new legislative session.
